App Privacy Insights itself does not collect any information.
However, App Privacy Insights has a function to get app information for the identifier of corresponding app from Apple's iTunes API. It can be disabled by navigating to App Privacy Insights - Settings - Use iTunes API and turn off the toggle. If you leave it on, app identifiers in privacy report files will be send to Apple to get information. The iTunes API is subjected to Apple's Privacy Policy:
